2005 Transportation Plan and 2007 SAFETEA-LU Amendments

The Transportation Plan guides multi-modal transportation planning, construction, and maintenance of an integrated transportation network for the Las Cruces Urbanized Area.

2008-2013 Transportation Improvement Program (TIP)

The TIP is a fiscally constrained list of transportation projects that has been put together with input from citizens, local governments, and New Mexico Department of Transportation (NMDOT).

2008-2011 Statewide Transportation Improvement Program (STIP)

Like the TIP, the STIP is a fiscally constrained list of transportation projects that has been put together with input from citizens, local governments, and New Mexico Department of Transportation (NMDOT). The STIP includes all of the transportation projects throughout the State.

Unified Planning Work Program (UPWP)

The purpose of the Unified Planning Work Program is to outline intermodal transportation planning activities, within a financially constrained budget, to be conducted within the Las Cruces MPO Planning Area. The annual Unified Planning Work Program outlines, budgets, and guides planning projects and activities for the upcoming fiscal year.

Public Participation Plan (PPP)

The Public Participation Plan is intended to provide a guide for public involvement activities to be conducted by the Las Cruces Metropolitan Planning Organization (MPO). The Public Participation Plan contains the goals of the MPO for public involvement, as well as specific public involvement procedures for various MPO activities. It will integrate the concerns of a wide variety of interested parties and provide for the greatest level of education on transportation issues. The plan will provide opportunities for citizens to contribute ideas and voice opinions early and often, at every stage of the planning process. Every effort will be made to reach traditionally underserved populations, including low income and minority households and persons with disabilities.

Las Cruces Intelligent Transportation System (ITS)

Intelligent Transportation Systems (ITS) integrate advanced technology and management strategies to improve the safety and efficiency of a transportation system. For more information see the ITS page.

Las Cruces Regional Job Access and Reverse Commute Plan (JARC Plan)

The purpose of this plan is to provide a framework for the development of projects to help address the transportation needs of low-income individuals and those qualifying for the federal Temporary Assistance for Needy Families (TANF) program. It also considers improvements needed for more effective reverse commuting. The Las Cruces Regional Job Access and Reverse Commute Transportation Plan is required in order for projects in the Las Cruces region to be eligible for funding under the Job Access and Reverse Commute Competitive Grants program, which is provided under Section 3037 of the Transportation Equity Act for the 21st Century, often referred to as "TEA-21".

MPO Committee Bylaws

The MPO operates under the direction of the Policy Committee. MPO staff receives input from two other committees, the Technical Advisory Committee and the Bicycle Facilities Advisory Committee. The MPO Bylaws provide direction to these committees regarding membership and voting and operating procedures.
