SOUTH CENTRAL REGIONAL TRANSIT DISTRICT
The Regional Transit District Act of 2003 allows for the creation of Regional Transit Districts (RTDs) by agreement between two or more existing government entities (e.g., cities, towns, counties). An RTD is a separate government entity with authority to finance, plan, construct, operate, maintain, and promote a regional public transit system. Such activities can be funded through a Gross Receipts Tax, and money collected by an RTD is eligible for state and federal matching funds. All parties to the RTD would have voting representation in it, and thus have a say in how the funds are raised and allocated.
